The illegal tobacco trade, which circumvents taxes to the tune of $4 billion yearly, is funding terrorism, causing a widespread increase in crime rates, and costing legitimate businesses money, even to the point of causing them to close their doors. The tobacco industry has assembled a task force to expose these illicit networks, and are recommending that governments take strong action against them. While Australian authorities say they are looking into this through their investigations of crime syndicates, there is some confusion over who takes responsibility for stopping this illegal trade, allowing the black market business in tobacco to continue.
